Launched in 2016 in Kerala’s Wayanad district, Carbon Neutral Meenangadi is India’s first local-level initiative aimed at achieving net-zero carbon emissions. Designed for a climate-vulnerable, agrarian region, the project seeks to balance greenhouse gas emissions with carbon sequestration, creating a replicable model for low-carbon, climate-resilient development.
The initiative is led by the Meenangadi Grama Panchayat, with policy and financial support from the Government of Kerala. Thanal Trust serves as the core technical partner, anchoring the Carbon Neutral Technical Cell and providing scientific guidance on carbon accounting, emissions profiling, data collection, and mitigation planning. The project is strengthened through the active participation of research institutions, academics, local volunteers, youth groups, students, Kudumbashree collectives, and community members.
Carbon Neutral Meenangadi follows internationally recognised frameworks, including IPCC guidelines and the GHG Protocol, to develop a robust emissions baseline. Emissions from transport, energy, waste, and AFOLU (Agriculture, Forestry, and Other Land Use) sectors were assessed alongside carbon sequestration from forests, homestead trees, plantations, and soils. This data-driven profile forms the foundation of the Panchayat’s Carbon Neutral Action Plan.
An Integrated Climate Action Model
Rather than relying on isolated interventions, Carbon Neutral Meenangadi adopts a holistic, community-led approach that integrates mitigation, adaptation, and behaviour change. Key focus areas include:
- Carbon sequestration through large-scale afforestation and the innovative Tree Banking scheme, where farmers receive interest-free loans for planting and maintaining trees
- Emission mitigation through rooftop solar adoption, LED lighting, electric mobility, energy-efficient stoves etc
- Waste management through scientific solid and liquid waste systems and widespread household composting
- Ecosystem restoration through projects such as pond revival, memorial forests, and biodiversity conservation initiatives
- Climate education and awareness, engaging schools, institutions, and communities in sustained climate action
Together, these actions demonstrate how local governance and collective participation can translate global climate goals into grounded, measurable outcomes.


Net zero accelerator lab
Established in 2023, the Meenangadi Net Zero Accelerator Lab (MNAL) functions as a technical support and innovation hub within the Carbon Neutral Meenangadi initiative. Conceived as both a resource centre and an eco-museum, the lab supports research, learning, and practical adoption of climate-friendly solutions.
MNAL showcases sustainable farming methods, renewable energy innovations, and key milestones from Meenangadi’s carbon-neutral journey. It also serves as a collaborative learning space, hosting regular awareness workshops for students, Kudumbashree members, farmers, and community groups.
Key roles of the Net Zero Accelerator Lab include:
- Acting as a research and learning cell for Carbon Neutral Meenangadi
- Serving as a resource centre and eco-museum on climate solutions
- Supporting education, awareness, and adoption of low-carbon practices
- Documenting and sharing local climate action milestones
- Engaging communities in collective climate mitigation and adaptation efforts
Through the lab, Carbon Neutral Meenangadi strengthens its role not only as an implementation site, but also as a learning model for other local governments and institutions.

Thulitham – One year celebration of Carbon Neutral lab
The first anniversary of the Carbon Neutral Accelerator Lab “Thulitham” was organised at Meenangadi Community Hall on Friday, June 14, 2024. Meenangadi Grama Panchayat President, Sri K.E. Vinayan presided over the annual celebration function inaugurated by Honourable District Panchayat President Sri Shamsad Marakkar. Thanal Executive Director Jayakumar C delivered the keynote speech. An exhibition fair with the theme of climate replication, a speech competition among children and adults and an open discussion on the topic ‘Climate change and agriculture’ were also organised Following this, at the closing ceremony, Honourable Assistant Collector, Gautam Raj IAS, released the Malayalam version of the report “Carbon-neutral Meenangadi: Recommendations and Assessments” which contains the release and authentication of greenhouse gases at the panchayat level in India and later honoured the farmers’ community of Manivayal which has achieved great success agriculture. through regenerative Notably in the program, Thanal team and volunteers from the Govt Polytechnic College of Meenangadi exhibited still models of Carbon Neutral house, Carbon neutral Meenangadi and Solar Powered Regenerative agriculture at Manivayal “Beyond politics, a sustainable future can be achieved only if everyone irrespective of age and other differences, join hands for the sake of nature,” commented Sri C. Asainar, the Block Panchayath President who inaugurated the closing ceremony. Students from various schools and colleges of Meenangadi Panchayat participated in the programme and shared their vision for an environment friendly future through Words, arts and speeches.


Solar-Powered Irrigation
Thanal introduced solar-powered irrigation as a solution to the drought and carbon emissions in Manivayal! With more than 8 acres of cultivable land left dry for years, Thanal’s assistance aims to revitalize the livelihoods of Manivayal natives. The project was inaugurated by Meenangadi Panchayat President, K E Vinayan, marking a significant milestone in our efforts to combat drought and promote sustainable farming practices in the region. The inclusion of women farmers in this initiative is a key step towards encouraging broader participation in this emission reduction journey. By promoting agriculture retention, food security, and financial independence, Thanal ensures ecological sustainability while supporting local communities. Our mission to reduce carbon emissions in collaboration with Meenangadi Panchayat will continue through such green initiatives, as we strive to make a positive impact on both people and the planet.
