Tribal Development Programme – Pathanamthitta (NABARD–TDF)

In Pathanamthitta district, Thanal Trust implements the NABARD-supported Tribal Development Programme (TDF) to address chronic livelihood insecurity faced by tribal communities across multiple hamlets. Initiated in 2021, the programme supports tribal families in rebuilding household economies affected by poverty, climate stress, and limited access to stable income opportunities.
The programme focuses on sustainable skill development and asset creation through agriculture, livestock rearing, beekeeping, and small enterprises, alongside strong emphasis on women’s collectives and community-based planning. During periods of crisis, the programme also ensured food and water security through coordinated relief efforts.

A key outcome of the programme has been the emergence of strong community institutions capable of sustaining livelihoods beyond the project period. In 2023, a Tribal Hub was established along the Sabarimala pilgrimage route as a seasonal enterprise operated by women’s Self-Help Groups, offering food, forest-based products, and handmade goods to pilgrims.
Building on this experience, the initiative has since transitioned fully to community leadership under the Pamba Tribal Society, formed and strengthened through the programme. During the 2025–2026 Sabarimala season (November 2025 to January 2026), the society is independently operating the Pamba Tribal Hub (Season 2) and managing Akshaya Hotel along the pilgrimage route, without direct project support.
This transition reflects the programme’s long-term impact: moving from externally supported interventions to community-owned enterprises that continue to generate income, preserve cultural identity, and strengthen economic independence.
